Can Nebulb be installed on Windows 7?

No.

Nebulb can be installed on a 64-bit Windows 10 or 11 (both x64 and arm64 architecture).

A few years ago Microsoft decided to stop releasing updates for Windows 7 and this has meant that the latest components used by Nebulb are not compatible with older, outdated versions of Windows 7. 

Therefore, it is not possible to do anything to make Nebulb work on Windows 7.

The only thing possible would be to upgrade that computer to Windows 10 or 11.
